Resolved Question: How do the oil companies justify putting a pipe line from Canada to Texas will create jobs and lower the price?

How will it lower gas prices? every time a bad wind blows the refiners have to shut down. the capacity of our refineries we are told are maxed to the limit is why gas prices are high. We are already exporting our oil to foreign countries and at the same time we pay high prices to import oil from the mid east countries that we have to send our troops to defend. Now we have a foreign country that wants to destroy our countries midlands with a pipe line. How will it be refined? We need to make more refineries first to show that this is feasible and show that all of the american people will reap the profits of such a since less project. "I have a suggestion, stop importing other countries oil and stop exporting our oil and gas to other countries and that will solve our dependency on foreign countries who constantly want to hold us hostage.
